Utility Business Analyst / Data Analyst
Role Overview
We are seeking an experienced Business Systems Analyst (BSA) with a strong background in the Energy & Utilities industry to support a major Esri Utility data migration project. This individual will serve as the primary liaison between utility business stakeholders, GIS teams, and the ETL development team responsible for integrating the client's data migration from their new Esri Utility Network into Hitachi ADMS (Advanced Distribution Management System). The ideal candidate understands both utility operations and enterprise data integration. Working closely with ETL developers, solution architects, GIS analysts, and business users, this role will define business requirements, document source-to-target mappings, validate data transformations, and ensure the migrated network data accurately supports utility operations. This is a highly collaborative role requiring both strong analytical skills and a deep understanding of electric utility business processes and GIS data.
- Partner with utility business stakeholders to understand operational processes, network data, and business requirements.
- Translate business requirements into detailed functional specifications and user stories for the ETL development team.
- Work closely with ETL developers to define source-to-target mapping documents for migrating data between Esri Utility Network and Hitachi ADMS.
- Facilitate requirements gathering workshops with GIS, Operations, Engineering, and IT teams.
- Analyze existing GIS and ADMS data structures to identify transformation and integration requirements.
- Define business rules for data cleansing, validation, enrichment, and reconciliation.
- Collaborate with solution architects to ensure technical solutions meet business objectives.
- Review and validate ETL design documents and transformation logic.
- Develop data mapping documentation, process flows, use cases, and functional specifications.
- Support data profiling and identify data quality issues requiring remediation.
- Coordinate User Acceptance Testing (UAT) activities and validate migrated data with business users.
- Assist with issue triage, defect management, and prioritization throughout the project lifecycle.
- Support production deployment activities and post-implementation validation.
Required Qualifications
- Bachelor's degree in Business, Information Systems, Computer Science, Engineering, or related field.
- 7+ years of Business Systems Analysis experience supporting enterprise technology implementations.
- 5+ years of experience within the electric utility industry.
- Experience supporting GIS, ADMS, OMS, EMS, Asset Management, or other utility operational systems.
- Demonstrated experience gathering and documenting functional and technical requirements.
- Experience with Esri Utility Network implementations.
- Experience working with Hitachi ADMS or similar Distribution Management Systems (GE, Schneider, Oracle, etc.).
- Experience creating detailed source-to-target mapping documentation.
- Strong understanding of ETL processes, data migration, and system integration projects.
- Ability to communicate effectively with both technical teams and business stakeholders.

- Understanding of electric distribution network concepts, including:
- Feeders
- Circuits
- Transformers
- Switches
- Protective devices
- Connectivity and network topology
- Familiarity with SQL and relational database concepts.
- Experience supporting enterprise data migration or system modernization initiatives.
- Knowledge of utility data models and Common Information Model (CIM).
