Role Overview
The Process Analyst SME serves as the primary architect for business process re-engineering within the finance and accounting domain. This individual is a Subject Matter Expert (SME) responsible for evaluating, designing, and optimizing end-to-end financial workflows to support large-scale transformation initiatives. Leveraging deep expertise in Government Cost Accounting Standards (CAS) and Deltek Costpoint, the Process Analyst ensures that all "To-Be" processes are operationally efficient, audit-ready, and compliant with rigorous public sector requirements.
 Key Responsibilities   

Business Process Engineering & Mapping

  • Process Architecture: Leads the documentation of "As-Is" workflows and the design of optimized "To-Be" processes, ensuring they align with enterprise finance transformation goals.
  • Visual Documentation: Utilizes industry-standard tools (e.g., Visio, Signavio, or LucidChart) to create detailed process maps, swimlane diagrams, and procedural narratives.
  • Gap Analysis: Conducts exhaustive gap analyses between current state operations and future state requirements, specifically identifying friction points in Billing, Accounts Receivable (AR), and Collections.

Finance Transformation & ERP Alignment

  • Domain Expertise: Drives the modernization of financial workstreams, focusing on the Order-to-Cash (O2C) cycle and ensuring seamless integration between accounting functions.
  • Deltek Costpoint Integration: Acts as the functional bridge between business requirements and ERP configuration, ensuring that process designs leverage the full capabilities of Deltek Costpoint.
  • System Optimization: Provides recommendations for ERP workflow adjustments to improve data integrity, reduce manual intervention, and accelerate billing cycles.

Government Compliance & CAS Advocacy

  • CAS Domain Leadership: Ensures all financial processes are designed in strict accordance with Cost Accounting Standards (CAS) and Federal Acquisition Regulations (FAR).
  • Governmental Knowledge: Applies deep understanding of government contracting nuances to ensure that indirect cost pools, labor distributions, and billing formats meet agency-specific audit standards.
  • Audit Readiness: Designs internal controls within the process framework to ensure all financial activities remain defensible during DCAA (Defense Contract Audit Agency) or equivalent reviews.
 Required Qualifications/Skills 
  • Bachelor’s degree in Computer Science, Information Technology, or related field
  • Senior SME Background: 10+ years of experience in business process analysis, specifically within Finance and Accounting transformation projects.
  • Public Sector Expertise: Proven track record working within government agencies or for large government contractors, with extensive knowledge of the regulatory landscape.
  • Deltek Costpoint Proficiency: Practical, hands-on knowledge of the Deltek Costpoint ERP environment and how it facilitates government-specific accounting.
  • CAS Mastery: Deep functional understanding of Cost Accounting Standards (CAS) as they apply to government contract cost accounting and reporting.
  • Advanced Process Mapping: Expert-level ability to translate complex business logic into clear, executable process maps and standard operating procedures (SOPs).

Preferred Qualifications
  • Advanced Finance Credentials: CPA or equivalent accounting certification is highly desirable.
  • Change Management Experience: Prior experience supporting the "human element" of process change, ensuring high adoption rates of new financial workflows.
  • Project Governance: Familiarity operating within a PMI/PMO-led environment, ensuring all process deliverables align with formal project milestones.
